Not that I think this is necessarily a realistic proposal, but it sounds like valuing the vote of someone with $p$ reputation points by an amount proportional to $\log(p)$ would allow more experienced individuals to have a bigger influence on the site's valuing of question and answer quality without drowning out the opinions of inexperienced users.
