Pretending for now that there is agreement on a standard of quality, I would prefer to see low quality questions unanswered, and rather see effort turn them into high quality questions. As an example, instead of seeing a question equivalent to an undergraduate or "teeth-cutting" exercise explained in full in an answer, I prefer either a hint in a comment or two, or else see the question reworked into a broader example of which the initial question is an introduction.
