May 7, 2014 at 21:12 comment added user44143 @GerryMyerson, setting a bounty is a privilege, which calls attention to a question, and I find it distracting rather than stimulating to give new users that privilege. In particular, it distracts me when I look at "featured questions" and find questions that that do not warrant featuring. Why should there be a reputation requirement for setting bounties at all? Your answer there may answer your own question too.
May 5, 2014 at 7:28 comment added user642796 I imagine that you are thinking of users using bounties to keep bad questions from being closed. If this is the case, note that a bounty cannot be put on a question until that question is 48 hours old, which is more than enough time for the regular MO users to close such questions.
