In particular, it distracts me when I look at "featured questions" and find questions that that do not warrant featuring. Why should there be a reputation requirement for setting bounties at all? If this is the case, note that a bounty cannot be put on a question until that question is 48 hours old, which is more than enough time for the regular MO users to close such questions.
