Is it possible to add an option to migrate to a programming site?
That's what needs to happen in a nutshell. If you migrate 10 questions a month to Stack Overflow and only 2 or so are rejected in the same period, then a migration path from you to SO would likely make sense. We just need some statistical assurance that questions too programmy for MO would be well received on SO in order to be certain that we're providing a better experience for users by setting up the path. If most of them were rejected (closed once being migrated as anything other but a duplicate) then we're not really improving the experience of the question author, which is the goal.

Why not 'thanks' in comments?
@TheMaskedAvenger I'm not quite sure to be honest, I'm not aware of how it was doing prior to joining the network in granular enough detail to say. However as François notes, the policy of this community is to not remove comments except in extreme cases, and that's perfectly fine. Whenever possible, we want sites to do what works for them. I appreciate your candor, and the points do indeed come from a bird's eye view of many different sites, but that doesn't mean that they necessarily apply everywhere :) I mostly just wanted to explain why we're being so oddly specific in that help text.

@WillieWong We can enable it where it makes sense, and there's a clear need. MO had a lot of very specialized content in the FAQ that needed to find a place in the various help center pages, and they just went through a major platform change so making sure that stuff can still be found is a pretty big priority. We prefer to not override pages unless there's a very clear need as those pages stop inheriting from the centrally curated collection, thus create more maintenance overhead.

@ScottMorrison You can now edit what's okay to ask and what's expected of users because we like it when they wear pants. Let me know if you need custom pages (new pages, blank) and in what sections and I'll see about getting them in.

@ScottMorrison It's per-site overrides, I'm setting them up now so you can edit the off topic, What I need is a list of them that you need to be editable, and any custom entries you might need created.

@ScottMorrison Ideally, we disseminate the existing FAQ into the various topics (what to ask, what not to ask, etc), then create special pages for you as needed for the rest of the content that's unique to the site. If you want to work out an outline of how you'd like that set up - we can get it into place
