Recently Posted Question Limited Visibility
For how long was your question not visible on the "newest" list? -- According to my observations, it seems that a question often appears there only once 5 minutes or so have passed (the time during which one can make changes without producing a new revision).

A StackExchange website aimed at graduate students?
I think the "level" of a question is not the right parameter here. -- The required minimum "level" of a question on MO is not that high, and at times there are also well-received soft questions with not much concrete mathematical content at all. What is probably rather the issue here is how a question is formulated, and I think it is not without reason that the community usually doesn't like questions which are written down like on a personal piece of scrap paper (regardless of "level").

How is it off-topic to ask whether the normalization of a local complete intersection is Gorenstein?
As there are frequently questions which are not off-topic but whose exposition is poor, I think it would be good if there would be a close reason which reflects this. The text in the "close box" attached to such question could read e.g. "The exposition of this question appears to fall below the standards of the site. Please edit the question to improve its formulation and / or its layout, add any missing definitions or other information to make the question self-contained and correct any grammar- and spelling mistakes. Avoid copy/pasted or scanned text from third-party sources."

I think a question asking for the explanation of an entire paper is rather not suitable for the format of this site.

A StackExchange website aimed at graduate students?
I don't see a need for a site in between MO and Math.SE for graduate students. -- Interesting questions by graduate students are definitely on-topic on MO, and for the 'rest' (e.g. textbook exercises, questions regarding the understanding of some standard definitions, etc.) there is still Math.SE.

Probably one would then need to disallow

in titles as well(?)

@Helene Sigloch: I just found it worth pointing out that so few questions closed as "unclear what you're asking" are reopened after a clarifying edit. -- I'm not sure whether there is anything one should do about this, and if yes, what.

I cannot reproduce this problem. -- Which browser and which operating system do you use? Is it possible that you are using an old browser version (if yes, updating to the recent version may resolve the problem)?

This depends on the question. -- The criterion is not whether your question is difficult, but whether it is interesting for the audience on MathOverflow.

In addition, when a closed question is edited, it is added to the reopen votes review queue where 3k+ users can decide whether or not to vote to reopen. A question (usually) remains in this queue until it is either reopened or 3 users have chosen "leave closed".
